UPSC ESE 2027 Eligibility Criteria
Candidates should carefully check the prescribed eligibility conditions before applying.
Nationality
A candidate must be:
- A citizen of India; or
- A subject of Nepal; or
- A subject of Bhutan; or
- A Tibetan refugee who came to India before 1 January 1962 with the intention of permanently settling in India; or
- A person of Indian origin who has migrated from specified countries with the intention of permanently settling in India, subject to the eligibility certificate requirements prescribed by the Government of India.
Candidates requiring a certificate of eligibility may be admitted to the examination provisionally, but appointment will be subject to obtaining the required certificate.
UPSC ESE 2027 Educational Qualification
For admission to the examination, candidates generally need an Engineering degree from a recognised university/institution.
The notification accepts the following qualifications, subject to the conditions specified by UPSC:
- Degree in Engineering from a recognised Indian university/institution.
- Sections A and B of the Institution Examinations of the Institution of Engineers (India).
- Recognised Engineering degree/diploma from a foreign university, college or institution.
- Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India).
- Associate Membership Examination Parts II and III/Sections A and B of the Aeronautical Society of India.
- Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London, held after November 1959.
For certain Electronics-related services, specified M.Sc. qualifications in areas such as Wireless Communication Electronics, Radio Physics or Radio Engineering are also accepted.
Important Qualification Restriction
Candidates should pay special attention to the qualification-related provisions concerning professional institutions.
As stated in the official notification, degrees/certificates from the Institution of Electronics and Telecommunication Engineers (India) and the Aeronautical Society of India obtained by candidates who took admission after 31 May 2013 are not admissible for ESE 2027.
The eligibility of candidates who obtained a degree/certificate from the Institution of Engineers (India) after taking admission post 31 May 2013 is subject to the Government’s decision in connection with the relevant Delhi High Court judgment.
Can Final-Year Engineering Students Apply for UPSC ESE 2027?
Yes. Candidates who have appeared in or intend to appear in a qualifying examination may apply provisionally, provided they otherwise fulfil the eligibility conditions.
Candidates who qualify for the Personality Test/Interview but do not possess the prescribed educational qualification at the application stage will have to provide proof of passing the qualifying examination within the specified 10-day window after declaration of the Main Examination result.
Failure to provide the required proof within the prescribed period can result in cancellation of candidature and disqualification from the Personality Test/Interview.

A candidate must have:
- Attained 21 years of age, and
- Not attained 30 years of age
as on 1 January 2027.

Important: OBC and EWS candidates are not exempt from the application fee and are required to pay the prescribed amount. The fee, once paid, will not be refunded.
UPSC ESE 2027 Exam Pattern
The Engineering Services Examination 2027 will be conducted in three stages:
- Preliminary Examination
- Main Examination
- Personality Test/Interview

The Main Examination consists of conventional/descriptive engineering papers. The official notice states that conventional papers must be answered in English and the question paper is set in English only.
Stage 3 – Personality Test/Interview
The Personality Test/Interview carries 200 marks.
Candidates who meet the qualifying criteria in the written stages are called for the Personality Test/Interview. The number of candidates summoned is about twice the number of vacancies.
The Personality Test has no minimum qualifying marks.

UPSC ESE 2027 Negative Marking
Negative marking applies to the objective-type papers of the Preliminary Examination.
- There are four alternatives for each question.
- One-third (1/3) of the marks assigned to a question is deducted for an incorrect answer.
- If more than one answer is marked for a question, it is treated as a wrong answer and the same penalty applies.
- No penalty is imposed for a question left unanswered.

UPSC ESE 2027 Exam Centres
The UPSC ESE Preliminary Examination will be conducted at multiple centres across India.
The notified Preliminary Examination centres include Delhi, Mumbai, Kolkata, Chennai, Hyderabad, Bengaluru, Lucknow, Jaipur, Bhopal, Chandigarh, Ahmedabad, Patna, Ranchi, Varanasi, Gurugram, Ghaziabad and several other cities.
